The technique uses the wagon wheel piece to position 1x2 slopes, with them being attached to the wheel via mechanical arms, technic half pins and 1x1 cylinders. If you're going to attempt this awesome technique, try and find the pieces on the Pick-A-Brick wall as it is very part intensive. However, the benefits of the technique is that you can basically make the ring as big as you like by extending the arms with studs and decreasing the space between them.
